Integrated control centre for environmmental disasters UMWLS – Basic concepts for an integrated monitoring and control system for natural and environmental disasters
Within the project UMWLS PSI Information Management GmbH developed an information system, which intends to enable a holistic view on the situation and consequences of natural disasters. The system collects all available and necessary informations in a control centre, in order to present the required informations to the decision makers in an appropriately processed format and in near real-time.
The UMWLS integrates services providing additional informations derived from the collected data. These informations can be requested by the control centre and will be provided by the services. In this pilot study these additional services were developed for the flood disasters.
The section 5.4 Engineering Hydrology developed two services:
1. Near real-time simulation of inundation areas caused by dike breaches
2. Delineation of risk zones as a consequence of an inundation
The main research topics were:
- Development and implementation of efficient and fast algorithms fort he simulation of the inundation process
- Development of a methodology to derive appropriate boundary conditions fort he dike breach location from neighbouring water level records
- Implementation of suitable methods fort he assessment of direct and indirect hazards to population and infrastructure given the actual inundation scenario
- Embedding of the services in the distributed system structure of the control centre
These research topics could be implemented and are part of the pilot application of the control centre.
